Our Story
Dow & Associates provides services to regional government agencies in transportation planning, program implementation, housing needs, economic development, and energy efficiency. For the past two and a half decades, we have exclusively focused on providing staffing services to regional planning agencies and Service Authorities for Freeway Emergencies (SAFE). We meet a unique need by providing comprehensive staffing services to rural regional agencies that do not have staff of their own. Through our staffing contracts with the Mendocino Council of Governments, Lake Area Planning Council, Mendocino SAFE, and Lake SAFE we carry out regional agency responsibilities ranging from administration and fiscal oversight to program and project implementation.

Originally founded by Phillip Dow, our team has been working with these agencies to provide comprehensive staffing for over 20 years. While our work initially focused on transportation planning and administration, it has grown over the years to also include work related to fiscal oversight, housing, economic development, project and program implementation, and energy efficiency.
