Dow & Associates is a transportation planning and engineering firm led by Phillip J. Dow, P.E. since 1986. Located in Ukiah on the North Coast of California, we currently provide administration and transportation planning staff for: Mendocino Council of Governments Lake County/City Area Planning Council Service Authority for Freeway Emergencies (SAFE) agencies both of Mendocino County and of Lake County.
